"Accelerating the development of clean energy based on photovoltaic industry is an urgent requirement to accelerate the adjustment of industrial structure and energy structure in Northwest China and reduce carbon emission intensity, which provides a new opportunity to help the transformation and upgrading of the energy industry in Northwest China and promote high-quality development." During the fifth session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), Yang Peijun, a member of the Zhuining CPPCC National Committee, proposed in the Proposal on Promoting the high-quality development of the photovoltaic industry in Northwest China that relevant departments of the state further increase support for the development of the photovoltaic industry in Northwest China.
Yang Peijun said, Taking Ningxia as an example, the photovoltaic manufacturing industry has developed rapidly in recent years, and has formed a whole industrial chain covering polysilicon, silicon rods, silicon wafers, battery modules and other major links. Ningxia has become an important production and research and development base of photovoltaic materials in China. Ningxia Power Grid became the first provincial-level power grid in China whose output of new energy generation exceeded the load of the local power grid. The photovoltaic industry in Ningxia has become a demonstration and leading industry supporting the industrial transformation and upgrading of the whole region and promoting the adjustment of the energy structure.
"The economic and social development of the northwest region is relatively lagging behind, so it needs to focus on expanding the scale of the photovoltaic industry, extending the industrial chain and enhancing industrial agglomeration to add new drivers for industrial transformation and upgrading and high-quality development of the industrial economy." Yang Peijun suggested that the relevant departments of the state further increase the support for the development of photovoltaic industry in Northwest China. To provide abundant market space for photovoltaic power generation in Northwest China, expand the market of new energy power delivery in western China, expand the consumption space of new energy, and drive the development of photovoltaic wind power resources in Northwest China; We will introduce policies to support the construction of more pumped storage and new energy storage facilities, and provide sufficient regulatory resources to meet the requirements for the safe and stable operation of the power system. We will take the development of clean energy industry as an important fulcrum to leverage the industrial structure and adjust the energy structure in Northwest China, and support the distribution of the solar crystalline silicon industry chain in Ningxia and other provinces and regions rich in renewable power resources. At the same time, vigorously promote distributed photovoltaic power generation, photovoltaic + heating and other suitable technologies and models for improving rural energy use in Northwest China. Accelerate the development of rooftop distributed photovoltaics to reduce carbon emissions and solve the problem of rural winter without central heating.
This proposal received a timely reply from the National Energy Administration, that the proposal has important reference value.
According to the reply, increasing the scale of photovoltaic construction and promoting the integrated development of photovoltaic technology and modern industry in Northwest China will not only take advantage of the advantages of land resources and new energy resources in Northwest China, but also help promote the green and low-carbon energy transformation and support the realization of the goal of carbon neutrality.
In 2021, the National Development and Reform Commission and the National Energy Administration promoted the construction of the first batch of large-scale wind power photovoltaic base projects focusing on desert, Gobi and desert areas. At present, Ningxia has started the construction of 2 million kW DC photovoltaic base in Lingshao and 1 million kW DC photovoltaic base in Yindong. At the same time, it will guide Ningxia to compile implementation plans for key projects such as the southeast Tengger Desert outbound DC supporting base, which will be equipped with energy storage facilities and coal-power peak regulating units respectively.
The National Development and Reform Commission and the National Energy Administration attach great importance to the innovation and industrial development of photovoltaic, energy storage and other new energy technologies, and actively work with relevant departments to organize relevant enterprises to conduct research and demonstration of advanced photovoltaic, safe and efficient energy storage and other green and low-carbon energy technologies and key equipment in Qinghai, Ningxia and Gansu, taking into account the advantages of the northwestern region's resource conditions. We will promote R&D and industrialization of safe, efficient and low-cost new energy technologies. In April 2022, the National Development and Reform Commission issued the Implementation Plan to Support Ningxia in Building a Pilot Zone for Ecological Protection and High-quality Development in the Yellow River Basin, which clearly proposed to accelerate the construction of large-scale wind power and photovoltaic base projects in desert, Gobi and desert areas. Establish an incentive mechanism to develop the whole industrial chain of photovoltaic equipment manufacturing industry by utilizing new energy generation, and support the construction of photovoltaic material base ".
In terms of vigorously promoting distributed photovoltaic power generation, photovoltaic + heating and other technologies and modes suitable for improving rural energy use in Northwest China, in September 2021, the National Energy Administration published the List of County (city or district) Pilot Projects for Roof distributed photovoltaic Development, and started the pilot projects for roof distributed photovoltaic development in the whole county. Ningxia submitted 7 pilot counties (districts). A total of 1.322 million kW is planned. By April 2022, 349,500 kW had been filed, 63,300 kW was under construction and 70,600 kW had been connected to the grid. In the next step, the National Energy Administration will strengthen the evaluation and supervision of the pilot, and continue to promote the orderly development of roof distributed PV standards.
